The real obstacle is UEFA, and in fact, the paradox of this approval is that it initially looks like a rejection: "UEFA confirms its opposition to holding domestic league matches abroad", the official statement said so first. It was then explained that, however, “two requests were specifically approved due to flaws in global norms.”

In fact, UEFA believes that due to loopholes in FIFA's regulations, Milan's match against Como and Villarreal against Barcelona was allowed to be moved abroad, which is the first time in history to move the European top league matches not only out of their own borders, but even to another continent. UEFA explained that the discussion entered a substantive phase after the Executive Committee meeting in Tirana last month, and the subsequent consultations “affirmed the general lack of support for domestic league matches to move abroad” for fans, other leagues, clubs, players and European institutions.

But there is always a "but" in many stories: "In view of the lack of clarity and detail in the FIFA regulations currently in the revised phase, the UEFA Executive Committee reluctantly decided to approve the two requests. UEFA will actively participate in the ongoing work of FIFA to ensure future rules respect the integrity of domestic matches and the close ties between clubs, fans and local communities."

Now, the ball will be passed to FIFA's table, and UEFA (which Italy will also be actively involved) will sit down with to formulate new regulations.
