The political crisis of Milan Mayor Giuseppe Sara has added suspense to the future of San Siro Stadium. Currently, the ruling coalition holds only 31 of the 48 seats in the city council, and five ruling party members have publicly opposed the proposal. If they cannot win the support of opposition members, the transaction may be aborted. What’s even more difficult is that even if the vote is passed, subsequent legal proceedings may block the transaction from being completed on the grounds of “invalidity of procedures.”

Time pressure also exists. According to the Italian Cultural Heritage Protection Law, the second-floor stand of San Siro will be 70 years old on November 10, and "cultural protection restrictions" will be automatically triggered and demolition is prohibited. This means that the two clubs must complete property rights delivery, bank financing and notarization procedures before November. If the city council is released in early September, there will be still two months of operation windows in theory.

The future of the court will affect the nerves of multiple parties. AC Milan has previously launched a new San Donato stadium plan as an alternative, while Inter Milan has not yet identified an alternative. Mayor Sarah regards the stadium sale as a key political achievement in office, while opponents question transparency in the transaction process. Under the double attack of political game and legal risks, this legendary stadium, which hosted the World Cup finals and is about to be the opening ceremony of the 2026 Winter Olympics, is facing the most dramatic turning point in its century-old history.
